"Five and Dime Diplomacy"

  1. The 1976 edition of the Rules of Diplomacy will be in full force except where indicated below.
  2. Woolworth Diplomacy IIA is a five player variant. Ten Great Powers are in play (Austria, Balkans, England, France, Germany, Italy, Russia, Scandinavia, Spain, Turkey) with each player controlling two of them. Each player controls a 'Public Power' known to all of the players and a 'Secret Power' known only to the controlling player and the Gamemaster (GM).
  3. The initial set-up is a follows:
    AUSTRIA: Fleet Trieste, Army Budapest, Army Vienna.
    BALKANS: Army Bulgaria, Army Serbia, Fleet Greece.
    ENGLAND: Fleet London, Fleet Edinburg, Choice Liverpool.
    FRANCE: Fleet Brest, Army Paris, Choice Marseilles.
    GERMANY: Fleet Kiel, Army Munich, Army Berlin.
    ITALY: Fleet Naples, Army Venice, Choice Rome.
    RUSSIA: Army Moscow, Army Warsaw, Fleet Sevastopol, Choice St Petersburg.
    SCANDINAVIA: Fleet Norway, Army Sweden, Fleet Denmark.
    SPAIN: Army Portugal, Fleet Morocco, Choice Spain.
    TURKEY: Fleet Ankara, Army Constantinople, Choice Smyrna.
  4. All 'Choice' set-ups are not revealed beforehand but are announced in conjunction with the Spring 01 orders. The 'Choice' unit may be an army or a fleet. If it is a double-coasted province the fleet may start on either coast.
  5. The following changes have been made to the regular Diplomacy Board:
    Crete: passable and a neutral supply center
    Iceland: passable and a neutral supply center
    Switzerland: passable and a neutral supply center
    Sicily: passable; a land bridge exists between Sicily and Naples which permits any unit to move directly between the two provinces, this does not affect the movement of fleets between the Tyrrhenian and Ionian Seas
    Galicia: a neutral supply center
    Morocco: western portion of North Africa in Diplomacy; Home supply center for SPAIN
    Algeria: eastern portion of North Africa in Diplomacy
    Spain: southern portion of Spain in Diplomacy; Home supply center for SPAIN
    Basque: northern portion of Spain in Diplomacy
    Budapest: western portion of Budapest in Diplomacy; Home supply center for AUSTRIA;
    Transylvania: eastern portion of Budapest in Diplomacy
    Lapland: northern portion of Norway in Diplomacy
    Norway: southern portion of Norway in Diplomacy; Home supply center for SCAND
    West Atlantic Ocean: sea space in northwest corner of the game map
    High Atlantic Ocean: sea space in southwest corner of the game map
    Bay of Biscay: sea space on French west coast and Spanish north coast
  6. Powers are assigned using the following procedures:
    1. Each player submits a list of the ten Great Powers in order of preference.
    2. The 'Public Powers' are selected first. Player's first choices are compared and unique first choices are granted. Lots are drawn between players with identical first choices.
    3. As a Power is assigned to a player, it is removed from all player lists.
    4. Players who failed on their first choice repeat the process using their remaining highest choices until all players have a 'Public Power'.
    5. The same procedure is repeated until all players have been assigned a 'Secret Power'.
  7. The ownership of 'Secret Powers' is never revealed by the GM during the game. Players are free to make whatever assumptions they desire regarding NMRs, etc.
  8. There are 39 supply centers on the map. The victory condition is ownership of 20 supply centers by a single player. This can be met by adding together the combined supply center totals from both the 'Public Power' and 'Secret Power'. The GM does not announce the supply center totals for any player until the victory conditions have already been met.
  9. Adjustments are computed for each Power separately.
  10. The game is not historically based and begins in Spring 01.
