REFRAME:
An Integrated Curriculum and Staff Development Model

ABSTRACT:

Northwest Educational Service District 189 was awarded a Title VI "15%" Innovative Projects of Statewide Significance grant for the 1995-1996 school year. Four school districts were selected to pilot the REFRAME model, which offers an integrated staff development and curriculum development approach to the alignment of Washington State Essentials Learnings. Each of the four pilot districts selected a team of educators to work on the alignment of Essential Learnings using the REFRAME model. The teams met for training at the Educational Service District and conducted alignment activities in their districts throughout the school year. Districts were specifically selected to be diverse in size, location and progress in the alignment process.

As the pilot districts worked on aligning Essential Learnings the general conclusions about the usability of the REFRAME model were that (1) it contained all the critical components needed for staff development and curriculum development and (2) the model should not be approached as linear or even cyclical- that steps could be visited in any order and any number of times depending on the need of the district.
