Frances was born in Washington, DC, on February 17, 1974.

She attended Fort Hunt Preschool in Alexandria, Virginia; Gunston Elementary School in Lorton, Virginia; Aquinas School in Woodbridge, Virginia; then after our family's move to Port Angeles in 1981, started second grade at Queen of Angels School. In January of 1992 she started on kidney dialysis at Mount Olympus Kidney Center in Port Angeles. She graduated from Port Angeles High School in 1992. In September of 1992, she went on the list to get a kidney transplant, and twenty-two days later, on September 27, 1992 received a kidney at Virginia Mason Hospital in Seattle.

In January of 1993 Frances started at Peninsula College. In September of 1994 she started in the fisheries program. In June of 1996 she earned her Associate of Arts and her Associate of Applied Sciences in Fisheries Technology degrees.

She applied for a job with the state fisheries department, but no jobs were available and she didn't like the fact that the state could send their employees wherever they were needed. She did not want to leave Port Angeles, so she got a job at the Wal-Mart in Port Angeles where she went to work in the toy department; she now works in inventory control.
