- The BLUE --- LINE is the Statewide Cumulative Growth of
ALL Local Regular Property Taxes. Local Regular Property Taxes are
limited by this state's constitutional one percent limit and require no
specific voter approval, they are assessed yearly. From 1991 till 2001 ALL
local regular property taxes went up 111 percent. A compound growth of
7.8%.
- The
RED --- LINE shows the growth of State
Personal Income. From 1991 till 2001 state personal income went up 85 percent.
The yearly compound growth rate is 6%. State Personal Income, is a
general measure of the size of the state's economy. It is the sum of wages and
salaries, and other labor payments; proprietors's income; interest, dividend
and rental income; and corporate profits.
- The BLACK --- LINE is the growth of the state's part of
regular property taxes. This tax contains county and city general expense
taxes, county road taxes, library, fire, and hospital district taxes. From 1991
till 2001 just the state's part of property tax went up 82 percent. A compound
growth of 6.2%.
- The
GREEN --- LINE
shows an Alternative Measure of General Growth. From 1991 till 2001
state population, plus inflation rate went up 45 percent. The yearly compound
growth rate is 3.8%. This Alternative Measure of General Growth is used in the
state general fund expenditure limit. It is the sum of inflation (2.8%) plus
population growth.
